He Never "Collars Down"

One of the proudest boasts of "Cyclone" J. H. Davis, the Congressman from Texas in the new House, now in session, is that he has "never collared down to anybody." As a matter of fact, "Cyclone" Davis doesn't allow anything to graze his neck but his flowing beard, the largest yet seen in the halls of Congress.
