Washingon, Sept. 20 -- Great Britain today formally expressed to the United States regret for the action of a British destroyer in holding up and examining the Philippine steamer Ceb within the territorial waters of the Philippines.
Because of a heavy fog, it was explained, the destroyer's commander did not know the vessel was so near shore.
In the absence of Ambassador Spring Rice, Colville Barclay, counsellor of the British Embassy, called at the State Department at the request of Sec. Gray and presented the explanation and expression of regret. Department official said later the incident was regarded as closed.
