London, Sept. 23. — An exchange telegraph despatch from Geneva says it is understood there that the German government proposes to lodge a complaint with the International Red Cross against the use of the so-called "tanks." The complaint will be on the ground that the use of these new engines of war is contrary to recognized methods of civilized warfare.
